In this study, fly-tipping rates were compared between local authorities that charge, or do not charge, for householders to deposit DIY-type waste (for example: rubble, sanitaryware or plasterboard) at Household Waste Recycling Centres (HWRCs). This report summarises the process and results of the research, in order to determine whether the introduction of charges for DIY type waste at HWRCs is likely to lead to an increase in fly-tipping of this waste.

Defra published the Litter Strategy for England in April 2017, setting out their aim to deliver a substantial reduction in litter and littering within a generation. Good binfrastructure - the provision of litter disposal infrastructure -  is a key element of the Litter Strategy for England, along with education and awareness and improving enforcement.

This report has been produced to support Defra in its understanding of the current levels of on-the-go (OTG) single use drinks containers that are placed on the market (POM), consumed, recycled or disposed of in the UK. Specifically, metal drinks cans, plastic and glass drinks bottles, drinks cartons and drinks pouches were researched. Defra requires estimates that are as accurate as possible for its packaging policy
work, therefore every effort has been made to provide error margins and robust assessments wherever possible.
